Cuarta Encuesta Estructural de la Pesquería Artesanal en el litoral peruano. Resultados Generales

Abstract

Se presentan los resultados de la “Cuarta Encuesta Estructural de la Pesquería Artesanal en el Litoral Peruano” (ENEPA IV) ejecutada por el Instituto del Mar del Perú - Imarpe entre mayo del 2022 y abril del 2023. Se analizan las principales variables relacionadas a la actividad pesquera artesanal tales como la estructura de la flota, las artes y métodos de pesca, las principales variables socioeconómicas y demográficas, e infraestructura pesquera disponible. La encuesta cubrió 98 puntos de muestreo a lo largo del litoral, que incluyeron caletas, playas y centros poblados. Se tomó una muestra de 13.017 pescadores y 4.362 embarcaciones en todo el litoral. Se estimó que la población de pescadores artesanales alcanzó los 77.326 individuos, con 23.138 embarcaciones dedicadas a esta actividad. En comparación con la ENEPA III (2015) la población de pescadores artesanales aumentó un 14,7% y la flota pesquera artesanal un 29,1%. Respecto al I Cenpar (2012) el número de pescadores creció en 75,1%, y el número de embarcaciones aumentó 47,2%. El mayor porcentaje de pescadores artesanales se registró en Piura (43,3%) y Lima - Callao (36,7%). Se determinó el perfil sociodemográfico del pescador artesanal embarcado como un hombre adulto, con algún año de educación secundaria aprobado (64,4%), unido a una pareja por matrimonio o convivencia (67,5%) y carga familiar de hasta dos hijos (67,1%). La mayor flota pesquera artesanal, se encontró en Piura (33,4%), Lima - Callao (18,9%) y Áncash (10,9%). A nivel litoral, la flota artesanal se compone en mayor proporción por botes (62,4%) y lanchas (16,3%); predominan las embarcaciones con capacidad de bodega menor a 5 t (63%). Existe un mayor número de embarcaciones cortineras (30%), pinta potera (17,6%), pinta con anzuelo (12%), buceo a compresora (10,4%), espinel de superficie (9,7%), y trampa para ovas (6,1%). Se determinó que la interacción con el lobo marino (58,7%), la escasez de recursos hidrobiológicos (49,9%) y la falta de apoyo económico (40,8%) son los principales problemas que enfrenta el pescador artesanal durante el desarrollo de su actividad. Por otro lado, se encontró que de los 87 lugares de desembarque considerados (exceptuando los centros poblados) 26 cuentan con infraestructura completa, 23 con infraestructura parcial y los 38 restantes no cuentan con infraestructura pesquera.

ABSTRACT: This report presents the key findings of the Fourth Structural Survey of Artisanal Fisheries along the Peruvian Coast (ENEPA IV), conducted by the Instituto del Mar del Perú (Imarpe) between May 2022 and April 2023. The study provides an in-depth analysis of key aspects of the artisanal fishing sector, including fleet structure, fishing gears and practices, demographic and socioeconomic characteristics, and the state of the fishing infrastructure. The survey was conducted across 98 sampling sites, distributed along the Peruvian coast, including fishing coves, beaches, and coastal communities. A total of 13,017 artisanal fishers and 4,362 vessels were surveyed. Based on these figures, it was estimated that there are 77,326 individuals, operating 23,138 vessels. Compared to the 2015 ENEPA III results, the number of artisanal fishers increased by 14.7%, and the number of vessels by 29.1%. Compared to the First National Census of Artisanal Marine Fisheries (I Cenpar, 2012), this reflects a 75.1% rise in the fisher population and a 47.2% increase in fleet size. The regions with de highest concentration of artisanal fishers were Piura (43.3%) and Lima -Callao (36.7%). The typical demographic profile of a boat-based artisanal fisher is an adult male, with partial or completed secondary education (64.4%), living with a partner (67.5%), and supporting up to two children (67.1%). In terms of fleet distribution, Piura accounted for the largest share (33.4%), followed by Lima -Callao (18.9%) and Áncash (10.9%). The artisanal fleet was predominantly composed of small boats (62.4%) and motor launches (16.3%), most of which had of less than 5 t (63%). The most commonly used fishing methods were gillnetting (30%), squid jigging (17.6%), hook-and-line (12%), compressor-assisted diving (10.4%), surface longlining (9.7%), and egg-trap fishing (6.1%). Major challenges identified by fishers included conflicts with sea lions (58.7%), declining availability of marine resources (49.9%), and limited access to financial support (40.8%). Of the 87 evaluated landing sites (excluding population centers), 26 had fully developed infrastructure, 23 had partial infrastructure, and 38 lacked any dedicated fishing infrastructure.
